On February 1, 2021, a new version of government decree No. 413 on the rules for making changes to the design of vehicles came into force in Russia. The new rules affected not only car tuning, but also ordinary things like towbars, roof racks, LPG, etc. The magazine "Za Rulem" gave an explanation of the new rules with the lawyer of the Inconsult Bar Association, Mikhail Tarasov. What changed?

This is not about a ban, but about the need to register all changes in the design of the car in a new way

. Without laboratory approval and registration, all changes will be considered illegal.

• On February 1, new standards for making changes to the design of cars and other vehicles came into effect.

What tuning and modifications are illegal?

Anything in the List of faults and conditions under which the operation of vehicles is prohibited is considered illegal.

What tuning and modifications can be installed

Everything that is considered a component of the car will have to be tested and registered. This:

How to do tuning yourself

Some modifications to the car can be done independently, if you have space, tools, and most importantly, skillful hands. But it should be remembered that tuning should not affect parts with identification numbers, reduce technical and operational characteristics and radically change the appearance of the car. What can be done at home (garage):

• tinted windows;
• replace the steering;
• reupholster the seats;
• install LED backlighting;
• cover the body or parts with vinyl film;
• replace the bumper;
• upgrade the engine;
• replace brake pads.

The advantage of doing it yourself to improve your car is the relatively low cost of the work. In addition, for some car owners this is a real hobby, a way to show creativity and even relax. But still, in most cases, it makes sense to turn to specialists so that you don’t have to overpay later for correcting errors, mistakes, shortcomings and unplanned complications.

Where and how to do tuning, of course, is up to the car owner to decide. Will it be independent work, contacting a regular car service or a specialized tuning studio. What changes will be made, how much money will be spent, and how payment will be made. The main thing is that everything is within the law and produces results. If you remember that tuning is primarily aimed at improving the performance of the car, you will be able to avoid unnecessary expenses. However, if the goal is precisely to shock others with the appearance of the car, then here too we can wish good luck. Because tuning should be a joy and nothing else.

About wheel size

: Information about what wheel size can be used is contained in the owner's manual and documents issued during vehicle certification before sales in the country - VTTS (Vehicle Type Approval) and VSKTS (Vehicle Safety Design Certificate). More detailed explanations.

About the
roof
: The ban applies only to homemade roof racks. There will be no questions for owners of cars with factory-produced, mass-produced luggage racks certified by manufacturers. Moreover, this is a quick-detachable design, and not a car conversion.

About the trailer hitch (towbar)

: This is also a quick-release design. They are subject to certain requirements, but if the product is factory-made and certified, there should be no claims against the car owner. More detailed explanations.

About LED license plate lights

. Clause 3.4 prohibits the installation of lenses and lamps that do not correspond to the type of this lighting device. So, if the manufacturer has prescribed the use of, for example, W5W 12V 5W incandescent lamps in the backlight, others cannot be used.

About installing seats from another car

: Depends on what car and what seats. Such a replacement may be considered a conversion, but you are eligible if you provide documentation that the seats are safe and can be installed in your vehicle. The work must be performed in a specialized workshop (car service) and registered with the traffic police.

About the spare tire outside

: GOST 33670–2015 contains paragraph A.26.10, indicating that the spare wheel, batteries, and seats must be securely fastened in the places provided by the manufacturer.

About a non-standard muffler (spider, etc.)

: GOST 33670–2015 (clause A. 23.2) indicates that changes to the design of the exhaust gas system are not allowed. The maximum noise levels for the exhaust of vehicle engines are also regulated, and cars with “direct flow” are usually very loud.

About engine chip tuning

: There is still no direct ban on it. The main thing is that the electronic engine control units do not have visible damage and that the content of harmful emissions in the exhaust gases does not exceed the norm.

About mud flaps that don't come from the factory

: The list of faults prohibits operation if the vehicle does not have the rear protective device, mudguards and mud flaps provided for by the design. But if those that are not provided for are present, this is not a violation. At least not directly. It is unlikely that inspectors will bother with you on such a dubious matter.

About the non-standard radio (Teyes, etc.)

: A non-standard head unit does not change the design of the car (unless you have completely redone the power supply system).

About a non-standard steering wheel (sports steering wheel, etc.)

: In the List of malfunctions and conditions under which the operation of vehicles is prohibited, the type of steering wheel is not regulated, in contrast to play, movement of components and parts, threaded connections, the presence or absence of power steering or steering dampers, and steering column fixation devices. The same as in GOST 33670–2015 “Single motor vehicles. Methods of examination and testing for conformity assessment." It states that the steering wheel should not catch part of the driver’s clothing or jewelry, the steering wheel mounting bolts to the hub should not protrude, you can use a steering wheel with metal spokes (rounded) - and that’s all.

However, the List contains clause 7.18, which states that operation may be prohibited if “changes are made to the design of the vehicle without permission from the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.” And this item is for traffic cops - for all occasions. However, they must still prove that you actually made changes to the design of the vehicle.

About installing HBO

: As before, the alteration will have to be registered with the traffic police (through examination by NAMI or other expert companies).

About wind deflectors (side deflectors)

: You can install it. But, according to GOST 33670–2015 (A.16.6), they must not be bent towards the body so that their edges cannot come into contact with a ball with a diameter of 100 mm (imagine a large Christmas tree ball), and have a radius of curvature of the edges of at least 1 mm. Difficult? This is not your problem, but the experts’, if they suddenly have to prove the illegality of your deflectors.

About body linings (fly swatter, etc.)

: There is no direct ban on the use of linings, deflectors and the like, however, in the List of faults and conditions under which the operation of vehicles is prohibited, there is that same universal clause 7.18 on making changes to the design. Did the inspector have any complaints? Invite him to explain where he sees design changes and show him a document that contains a ban on such accessories. In any case, before installing something non-standard on a car, you need to think a thousand times: is it really necessary, and check this “something” for absence of violations according to the List and GOST. You can certainly do without a “fly swatter”: there is no benefit from it, and its beauty is questionable.

Suspension lift

. Spacers for increasing ground clearance are components of a vehicle; their installation is possible provided that after making changes to the design of the vehicle, its safety meets the requirements of the technical regulations of the Customs Union “On the safety of wheeled vehicles.”

Towing device (towbar).

Components installed on vehicles, including the towbar, must comply with the requirements of technical regulations, including with regard to labeling. Installing a trailer hitch on a vehicle if the vehicle type approval states that “trailer towing is not intended” is an unacceptable modification to the vehicle design.

Winch and refrigeration and heating equipment.

Installation of winches and refrigeration and heating equipment is a change in the design of the vehicle. The possibility of this installation and the compliance of this equipment with other technical regulations are examined by an accredited testing laboratory in accordance with the current procedure for making changes to the design of the vehicle. To obtain a Vehicle Design Certificate of Safety Compliance (VSCC), the applicant must provide documentation demonstrating that the improved vehicle meets safety requirements.

Larger radius wheels.

When installing wheels of a size not specified by the manufacturer on a vehicle, the safety of the vehicle must be confirmed by a test report for stability, braking performance and speedometer readings. Tires installed on a vehicle must comply with the speed category specified in the Vehicle Type Approval.

Re-equipment for cargo transportation.

When making changes to the design of a vehicle related to the installation of dump and side bodies, tanks, awnings, it is necessary to provide documentation confirming the compliance of the vehicle with the changes made to the design of safety requirements.

Easily removable components.

Installation of easily removable components on a vehicle, such as a cargo compartment lid for a pickup truck, or a roof rack on a car, does not require obtaining an SSKTS if these components are easily removable, installed in accordance with the installation or operating instructions for the component, and the possibility of their use is reflected in the operational vehicle documentation.

Tuning body kit

. In order to legally drive a car with a tuning body kit, you need to obtain a decision on the possibility of making changes to the design of the vehicle from the traffic police. For re-registration to be successful, you need to have a declaration of conformity from the manufacturer of the tuning body kit.

Where can I do car tuning?

At the moment, in every city there are auto repair shops that can provide services for modifying the engine, interior or exterior of the car. One of the brightest representatives is the company Renegade Design, which specializes in creating aggressive body kits and external tuning elements.

Some craftsmen are able to make changes to the car themselves. But there is a separate category of companies that are engaged in fine-tuning vehicles at a professional level - tuning studios.

In essence, tuning studios are specialized workshops where factory cars are modified. They are distinguished by the presence of highly qualified specialists. Some of the studios are large world-famous companies that have their own production of tuning kits, and even their own cars. Most of them are profiled for specific brands. For example, TRD is a Japanese tuning studio, a division of the famous Toyota plant, which is engaged in refining the Toyota and Scion brands. The American company STR is creating more powerful and advanced models of Chrysler, Jeep, Dodge. There are also companies that specialize in a certain type of work. For example, the Russian company Morendi is known for its chip tuning, replacement and configuration of control units.

Vehicle type approval is a certificate confirming the vehicle’s compliance with certain requirements of TRTS 018/2011, which sets standards for all wheeled vehicles in the EAEU countries.

The Novitec workshop has presented a new tuning package for the McLaren 765LT.
Today it is the fastest production car. It covers a distance of a quarter mile or 402 meters in 9.3 seconds. The company's employees offer three engine tuning options, each of which is a plug & play control module. Each of these modules improves boost pressure control, ignition control and injection control. If you had $300,000 to spend on a new car, would you spend that amount on an SUV? Obviously, the Mansory workshop staff knows the answer to this question: last month, the tuning studio released its version of the Audi RS Q8 with a “modest” price tag of $350,000. However, the buyer has nothing to complain about here: the cost of the SUV reflects its appearance, the updated interior, and the performance of the modified engine.

The German workshop Mansory is preparing to release several new models at once. Over the past week, company employees have announced six new projects, the most recent of which is the example shown in the photo - an orange Porsche Cayenne Turbo Coupe. The package of modifications for the sports crossover was created from scratch and is suitable not only for the Coupe model, but also for all other variations of the third generation Porsche Cayenne.

Over the past few years, the Startech tuning workshop, owned by Brabus, has significantly expanded its portfolio. Startech initially made their reputation by modifying top-tier British models such as Aston Martin, Bentley, Jaguar and Land Rover. In 2017, German specialists offered a set of upgrades for the Maserati Levante, and more recently announced their new tuning kit for the Tesla Model 3.

The Brabus tuning workshop has released a set of upgrades for the most versatile representative of the Mercedes-Benz compact line - the GLB model. The SUV, which is a more practical, tall and voluminous version of the GLA, has acquired updated body parts and a redesigned interior. Traditionally for tuning performed by Brabus, some of the insides of the car were also modified.

Approximately 18 months after the publication of the first images of the prototype, the Japanese tuning company Mugen, led by Hirotoshi Honda (the eldest son of the founder of Honda), presented the final version of the modified Honda Civic Type R. The first presentation of the Civic Type R from Mugen took place in January 2019 at the Tokyo Motor Show. Since then, the design has undergone a number of small changes, and now the modified model is completely ready for mass production.

The example shown in the photo is a 1995 Nissan Skyline GT-R modified by Veilside, which will cost the buyer $120,000. The car costs more than the newest 2020 model R35 GT-R with a price tag of $113,540. Because This model was released in 1995, it belongs to the R33 generation, usually less popular among car enthusiasts than the Skyline GT-R R32 or R34 models.

The Audi RS6 Avant, even in its factory configuration, can hardly be called slow: the stock 4.0-liter 8-cylinder RS6 engine produces 592 hp. power and 800 Nm of torque. However, this does not prevent tuning companies like Wheelsandmore from raising these figures to cosmic levels, for example, to the level of the 987-horsepower Bugatti Veyron 16.4 hypercar, which once held the title of the fastest production car in the world.

ABT Sportsline has finally turned its attention to the 5-door fastback RS7 Sportback from Audi. Called the ABT RS7-R, the kit transforms the already nimble RS7 into a true sports sedan with a noticeable increase in power, additional carbon fiber body kits and a unique new design. The company plans to release a whole line of modified ABT RS7-R in the amount of 125 copies.

Stunning looks, insane power and best-in-class handling all describe the McLaren 720S Spider perfectly. It would seem that it couldn’t get any better, but the employees of the Russian tuning company TopCar clearly have a different opinion on this matter. TopCar recently released their own McLaren 720S Spider Fury, taking the already stunning supercar to the next level. The modifications affected both the design of the car and its internals.

The 1969 Mustang Mach 1 shown in the photo is the first example created by the Classic Recreations tuning workshop in collaboration with the Ford concern. The shop's contract to create an exclusive series of custom models also includes other legendary examples - the Mustang Boss 429 and Boss 302. The creation of this Mach 1 began with the restoration of the original 1969 model, after which the contents of the Mach 1 hood were replaced with a modified Ford Coyote engine.

Recently, tuning specialists from the German workshop Wheelsandmore have developed a new set of upgrades for the Mercedes-AMG GT R Roadster, changing both the contents of the roadster's hood and its appearance. The folks at Wheelsandmore have created several levels of tuning packages, each varying in price and the added power of the standard 4.0-liter twin-turbo V-8.

Recently, the German tuning company Novitec added another set of body kits to its range – N-Largo 720S Spider. This time, the workshop engineers worked in collaboration with German designer Vittorio Strosek, updating the body of the McLaren 720S Spider in the typical N-Largo style. The kit is definitely inspired by the McLaren Senna. As a result, the new body was 6 cm wider at the front axle and 13 cm wider at the rear axle.

Japanese tuning company Liberty Walk has released a new set of body kits for the Nissan GT-R, offering it in two versions, made of different materials. Variations of the full carbon LB-Silhouette Works GT 35GT-RR kit will cost the buyer $70,200 or $73,570, which is more than the cost of a used Nissan GT-R. The price tag for the second most expensive set of carbon fiber and fiber-reinforced plastic is $54,540 or $53,050 depending on the version of the body kit.
